Fried, Frank, Harris, Shriver & Jacobson LLP announced today that litigation partners William F. Johnson and Steven M. Witzel have been named Independent Monitors of the U.S. Virgin Islands Police Department (VIPD), following the departure of the previous Monitor. They will lead a team of experts in evaluating the department's compliance with federally mandated improvements to its policies and procedures.
In January 2010, VIPD, the Territory and the United States Department of Justice (DOJ) jointly selected Michael R. Bromwich as the Independent Monitor to monitor compliance by the Territory of the Virgin Islands and the VIPD with the Consent Decree entered by the United States District Court for the Virgin Islands on March 23, 2009. Mr. Johnson and Mr. Witzel replace Mr. Bromwich, who, in June 2010, was appointed the Director of the Bureau of Ocean Energy Management, Regulation and Enforcement, an agency of the United States Department of the Interior.
As Independent Monitors, Mr. Johnson and Mr. Witzel are responsible for conducting "compliance reviews to ensure that VIPD has implemented and continues to implement all measures required" under the Consent Decree. They are also authorized to make recommendations intended to promote the full and timely implementation of the Consent Decree's reforms.
Mr. Johnson is a litigation partner resident in Fried Frank's New York office, and part of the Firm's Enforcement Investigations practice, where he represents individuals and entities in white-collar criminal and regulatory matters and conducts internal investigations for institutions and audit committees. Prior to joining Fried Frank, Mr. Johnson served as a prosecutor at the United States Attorney's Office for the Southern District of New York and as an attorney at the SEC. Mr. Johnson was the Chief of the Securities and Commodities Fraud Task Force in the United States Attorney's Office for the Southern District of New York, where he led a unit of prosecutors, law enforcement agents, and staff in all aspects of fraud investigations, trials, appeals, and other litigation.
Mr. Witzel is also a litigation partner in the Firm's New York office, and a member of the Firm's Enforcement & Investigations practice. He concentrates his practice within the Firm's government investigations and regulatory counseling practice in white-collar criminal defense, securities enforcement, and regulatory interactions. Mr. Witzel has represented several boards and committees of public and private companies in conducting confidential internal investigations. Prior to joining Fried Frank, Mr. Witzel served as a criminal prosecutor at the United States Attorney's Office for the Southern District of New York and as a partner at PricewaterhouseCoopers LLP.
