New York corporate of counsel William Josephson is quoted in "Helmsley, Dogs’ Best Friend, Left Them Up to $8 Billion," on the late hotelier and real estate magnate Leona Helmsley’s "mission statement," in which she specified that the entire trust, valued at US$5b to US$8b, be used for the care and welfare of dogs. William, who was chief of the Charities Bureau in the New York State’s attorney generals’ office from 1999 to 2004, says that "the statement is an expression of her wishes that is not necessarily legally binding."
